Community Program Specialist II (Finance)



The County of Riverside's Department of Public Social Services (DPSS), Adult Services Division seeks a Community Program Specialist II in Moreno Valley. The incumbent will be required to drive to different locations throughout Riverside County including our desert regions.

The selected candidate team will be responsible for providing advocacy and education to the public, first responders including law enforcement, community partners and Adult Services clients by performing case management, delivering presentations and participating in community events. Additionally, the incumbent will lead daily meetings and facilitate discussions involving confidential confidential content with high level executives and other personnel in regards to complex high risk cases, they will be responsible for tracking performance metrics, collecting relevant data and preparing reports to support the evaluation and decision-making processes. Incumbents will solicit participation from and coordinate with community partners to ensure that clients are connected to necessary services.

The most competitive candidates will possess experience in facilitating meetings, public speaking, tracking and reporting data, conducting research and collaborating with high level executives. Spanish bilingual is preferred but not required.

Can you see yourself here?• Prepare budgets and perform cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.

• Manage, recruit, monitor, and evaluate various program activities with related budgets to ensure program/contract compliance of goals and objectives; implement corrective measures as required.

• Direct, train, assign, and evaluate clerical and technical personnel in the performance of standard tasks.

• Develop and review departmental policies and procedures to ensure compliance with state and federal legislation, regulations and directives.

• Compose selected correspondence, reports and directives for use by the Director and designated staff members in public hearings and meetings with state officials.

• Develop, coordinate, implement, and maintain a long range public education and awareness plan encompassing issues and the missions of the department; encourage members of the communities to develop skills needed to improve their quality of life and/or become self-sufficient and involved.

• Conduct community needs assessments; motivate and organize members of low income communities and diverse cultural communities to get involved in poverty and related neighborhood issues; serve as facilitator for the development of quarterly educational forums; represent the department at public hearings and community functions; perform public speaking activities; coordinate and/or participate in special community events and public recognition programs as it relates to each program and open house activities. OPTION I Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in communications, English, social behavioral sciences, or a closely related field to the assignment. Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units of the required experience.

Experience: Two years of performing community organization/ development work, which included disseminating information to internal and/or external audiences through a variety of communication media.

OPTION IIEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in communications, English, social behavioral sciences, or a closely related field to the assignment. Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units of the required experience.

Experience: Two years of progressively responsible experience in program analysis, budget parameters, economic analysis, and/or urban planning.

OPTION IIIEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in communications, English, social behavioral sciences, or a closely related field to the assignment. Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units of the required experience.

Experience: Three years of responsible experience in the development and/or implementation of local, state or federal governmental human service programs, which must have included some responsibility for community relation's work and program development.

ALL OPTIONSKnowledge of: Budget planning and preparation; principles of administrative management necessary to analyze and evaluate operating services and programs; principles and practices of fiscal management and budget control; grants; elements of supervision.

Ability to: Interpret new and revised regulations and project possible and/or probable impacts to the department; collect, organize and evaluate pertinent data; define and validate consequences of decisions and recommendations; communicate clearly, concisely and meaningfully in both written and verbal form; build effective relationships with, and meet the needs of the public for quality customer service; deal effectively with a variety of socio-economic disadvantaged groups; evaluate programs for effectiveness; recognize problems and develop effective solutions. Other Requirements
License/Certificate: Possession of a valid California Driver's License is required.
