IT Supervising Business System Analyst (Finance)



The Riverside County Fire Department is seeking an experienced and highly motivated IT Supervising Business Systems Analyst to oversee the management and modernization of the department's Computer-Aided Dispatch (CAD) system in Perris.

This critical role will lead a major, multi-year project to implement a new CAD system over the course of 2 to 4 years. The successful candidate will work closely with consultants to help develop system requirements, create RFQs and Scopes of Work, evaluate vendors and consultants, and coordinate with multiple stakeholders throughout the procurement and implementation process. Once the new system is implemented, this position will be responsible for training and working directly with the Dispatch Center to ensure a smooth transition and ongoing operational success.

In addition to project leadership, this position supervises a team responsible for the daily operation and support of the existing CAD system, which supports approximately 600 emergency calls per day. Key responsibilities include maintaining the integrity and accuracy of the system, updating CAD data, managing user accounts, responding to reported issues such as incorrect mapping or dispatch data, coordinating with GIS teams on updates, and integrating new resources into the system. The analyst will also oversee quality assurance efforts, perform regular audits, and lead data-driven initiatives to enhance reliability and system performance.

The Department is looking for a candidate with strong experience in CAD systems, dispatch center operations, and team supervision or leadership. The ideal candidate will bring a combination of technical knowledge, leadership ability, and project management experience to support both the strategic and operational goals of the Fire Department.

• Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software and cost/benefits.

• Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.

• Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.

• Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.

• Implement new and modified processes and systems by performing design, application development, installation and testing.

• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.

• Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.

• Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.Education: Possession of a Bachelor's degree from an accredited college or university in computer science, computer information systems, data processing, information management, or related field. Additional qualifying experience may be substituted for the required education on the basis of one year of experience for one year of education.

Experience: Four years of successful journey-level IT job-related experience with two of those years including supervisory or lead duties over staff engaged in technically advanced IT-related work (one year experience as a Riverside County IT Business Systems Analyst III may substitute for the required experience).

License: Possession of a valid California Driver License is required.

Schedule: This is a full-time, 100% in-person position based in Perris, following a 9/80 work schedule. The position also participates in an on-call rotation every 3-4 weeks to support critical systems outside of regular business hours and as needed during an emergent event .
