Director, Process Safety Management (Finance)



Responsible for leading and managing all aspects of the PSM program across Simmons' Animal Nutrition facilities. This role ensures safe operations of Ammonia Refrigeration Systems in compliance with OSHA 29 CFR 1910.119 and EPA RMP regulations focused on ammonia refrigeration systems. This position will lead development, implementation, and continuously improvement of safety systems to safely run Ammonia Refrigeration systems preventing catastrophic releases and ensuring the safety of Team Members, contractors, and the surrounding communities.

Essential Position Responsibilities - This is a salary exempt position

Program Leadership & Compliance: Lead the development, implementation, and maintenance of the Simmons Animal Nutrition PSM and RMP programs for Ammonia Refrigeration Systems. Ensure compliance with OSHA, EPA, and state regulations related to ammonia refrigeration and hazardous chemical processes. Conduct and oversee regular compliance audits, mechanical integrity reviews, and process hazard analyses (PHAs).

Technical Oversight: Provide subject matter expertise on ammonia refrigeration systems, including but not limited to all 14 elements for Ammonia Process Safety Management system design, RAGAGEP, operation, operator training, operating procedures and general maintenance. Oversee Management of Change (MOC), Process Safety Information, Pre-Startup Safety Reviews (PSSR), Process Hazard Analysis, Incident Investigation, Emergency Planning and Response.

Training & Development: Develop and deliver PSM training programs for Refrigeration Operations and contractors, including annual awareness training for PSM-affected personnel. Ensure that all PSM Authorized Contractors meet prequalification, orientation, and evaluation requirements.

Emergency Preparedness: Maintain and test emergency response plans for ammonia releases and other hazardous events. Coordinate with internal teams and external emergency responders to ensure readiness.

Documentation & Reporting: Maintain accurate and up-to-date documentation including SOPs, P&IDs, block flow diagrams, and compliance records. Prepare reports for internal leadership and regulatory agencies as required.

Participates as a member of the Team : Participates in the ongoing development, communication and implementation of team concepts, programs, and policies; coordinates work to ensure best practices with all team members. Attends appropriate team meetings. As a member of the Team, fosters strong cohesiveness regarding all major issues, e.g., direction, annual plan, budget, policy changes, etc. Accepts responsibility to quickly identify any areas that lack cohesiveness, bringing them to the attention of the team leader and working with the team in a supportive manner to resolve issues and actively look for ways, and reinforce actions needed, to achieve synergy possible within the larger organization.

Simmons Operating systems principles and objectives: Is familiar with Simmons' established operating systems (e.g. quality, security, office environment, company policies, LEAN); understands the responsibility to maintain familiarity with the systems and this position's role in support of these systems - including a consideration of the impact of individual actions on the systems and the responsibility to communicate concerns and improvement ideas.

Physical Activities: Must be able to stand and walk for multiple hours, must be able to climb 20-foot ladder to roof level. Must be able to wear a Full-Face Air Purifying Respirator.

Personal Protective Equipment (PPE): As required by visiting facility.

Travel: Travel up to 50% of the time.

Technical Experience: 10+ years of experience in industrial ammonia refrigeration operations, with at least 5 years in a multi-facility leadership role focused on PSM and ammonia refrigeration. In-depth knowledge of OSHA 1910.119, EPA RMP, IIAR standards, and ammonia refrigeration system design, operations, maintenance and emergency response.

Minimum Education : Bachelor's degree in Chemical Engineering, Environmental Health & Safety, or related field or 4 years experience

Preferred Education : Master's degree in Chemical Engineering, Environmental Health & Safety, or related field.

Certifications : PE, CSP, or CIH certification preferred.
