Construction Oversight Lead, Civil Inspector (Finance)

Role Description:

Arcadis seeks Construction Oversight Lead, Civil Inspector to support project administration activities under the supervision of the Project Manager, Contract Administrator, and Project team for a highway construction project including support of change control procedures, pay application processing, and coordination with interfacing departments among other contract administration tasks as assigned.

Role Accountabilities:

The Construction Oversight Lead, Civil Inspector previously served in similar roles as Lead Inspector. In addition to the duties below, the Construction Oversight Lead will also serve as Lead Assessors per the client's QMO Plan and Procedures.

  • Provides oversight, monitoring, and documentation of each stage of construction up to completion. Interprets plans, specifications, and codes and verifies contract work is performed in accordance with all applicable governing codes and regulations.
  • Monitors construction sites for safety violations. Maintains daily activity logs and reports with photographs, in a manner agreed to by the client prior to the work. Review progress reports for contractor payments. Prepares reports on labor, material, and equipment on site.
  • Conducts assessments in accordance with the clients QMO Plan and Procedures.
  • Assists in maintaining, supporting, and promoting a safe work environment while complying with the clients safety rules, policies, and procedures.
  • Provides Construction Safety and Security field services, as directed, including but not limited to Site Safety and Security Reviews including for Construction Equipment, Personnel, Work Procedures and Traffic Control.
  • Coordinates preparation of inspection survey reports, cost estimates and maintenance records. Timely submittals of these reports and records.
  • Arranges, coordinates, and oversees technical assessments such as electrical, landscaping, soil testing, concrete, and asphalt mixes, and reinforcing steel for conformance to specification requirements.
  • Assists the engineering consultants in the collecting, interpreting, analyzing and presenting geotechnical and survey monitoring data.
  • Coordinates test laboratory activities and compares verifications test results with result from contractor's laboratory using the QMO Database.
  • May allocate inspection/assessment resources and supervise construction oversight staff also qualified to meet the duties above.

Required Qualifications:
  • 12+ years of experience which reflect a progressively increasing level of responsibility on complex projects as a General Contractor, Resident Engineer, Lead Inspector or Inspector for heavy construction projects, transportation, or transit c onstruction projects for civil, roadway or transit projects; experience with street-running light rail.
  • Cal-OSHA/OSHA 30-hour training certification.
  • IBC / ICC Certificate of Reinforced Concrete or/and Structural Masonry. ACIA Registered Construction Inspector License, or comparable Deputy Inspector License from a County or City agency is desirable.
  • Certified or able to obtain certification in accordance with ICBO, NICET, ACI, AWS, or other nationally recognized standards acceptable to the client's Director of Quality Management.

Key Skills and Abilities:
  • Knowledge and experience with equipment used in civil construction inspection, and construction office engineering.
  • Knowledge of computers, computer applications, and computer software programs such as Microsoft Office (Word, Excel, PowerPoint, and others).
  • Knowledge of critical path method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project.
  • Knowledge and experience with principles of effective communication.
  • Knowledge and experience with monitoring labor compliance.
  • Knowledge and experience with subcontracting laws and policies.
  • Knowledge and experience with the Storm Water Pollution Prevention Program, the General Permit and other similar requirements.
  • Knowledge and experience in keeping complete, accurate, and concise records of the work and quantities.
  • Valid California Class C driver's license.

Preferred Qualifications:
  • Possess an applicable American Society for Quality (ASQ) certification: Certified Quality Auditor (CQA), Certified Quality Engineer (CQE), or Certified Six Sigma Black Belt (CSSBB).

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $180,000 - $210,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
