LAND USE TECHNICIAN I/II (Finance)



The level at which the position will be filled is at the Department's discretion and contingent on the candidate's experience and qualifications.

The County of Riverside's Planning Department has an opportunity for a Land Use Technician I/II who will be assigned to the Development Review division in Riverside.

The Land Use Technician I/II is expected to learn and interpret County land use ordinances, provide information to members of the public and become acquainted with policy decisions regarding their application. The Land Use Technician I/II will also be tasked with performing simple investigations and prepare reports on complaints regarding violations of land use ordinances. Additionally, the Land Use Technician I/II typically assist in the more routine applications regarding land use and receives guidance from higher levels within the series.

Competitive candidates will have a degree in Public Administration or Urban Planning, proficiency in ArcMap, ArcGIS, PLUS, and Microsoft Office Suite (Excel, Word), and experience providing customer service in a public works or government agency. Familiarity with code enforcement is highly desirable, and candidates with experience in appraising, land title and real estate operations management, planning, or economic development are encouraged to apply.

The Land Use Technician I is a natural progression underfill for the Land Use Technician II. Incumbents are eligible to promote to Land Use Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

This position follows a 9/80 schedule, offering every other Friday off and flexible shift options.

Meet the Team!

The County of Riverside Transportation & Land Management Agency ( TLMA) is the umbrella agency for several county departments which includes the Planning Department. The Planning Department is responsible for Riverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County. This department formulates growth management plans and zoning for the County.• Interpret and apply County land use ordinances as related to the construction and use of structures and land; check applicants' proposed plans for building permits and determine if plans are in accordance with land use ordinances and regulations; approve plans prior to the issuance of building permits.

• Research zoning maps, general and community plans and specific plans to answer questions relating to use of specific property.

• Complete initial planning case processing of applications and calculate fees.

• Inform developers, contractors and members of the public on matters pertaining to land use regulations, building codes, construction plan requirements, easements, building setbacks, road dedications, and planning requirements.

• Research legal descriptions, property ownership and history utilizing a variety of sources (e.g., maps, computers and Assessor-Clerk-Recorder records); issue addresses to parcels.

• Advise violators of ordinance requirements and attempt to gain compliance by advising applicants of the requirements and the various procedural steps they may take to resolve different issues; if further action is required, gather all pertinent facts from the parties concerned.

• Make routine inspections to note compliance with various land use requirements; confer and coordinate activities with other interested County departments.

• Conduct research, prepare reports and develop routine correspondence; may appear as a witness in court regarding violation cases.

• Generate building permits. Land Use Technician I

$26.80 - $36.99 per hour.

Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: Two years of clerical or technical experience in a public works organization with exposure to land use, zoning, planning, code enforcement, title searching, building inspection, map making, surveying, or a directly related field. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)

Land Use Technician II

$29.41 - $43.35 per hour.

OPTION IEducation: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

Experience: One year as a Land Use Technician I with the County of Riverside or an equivalent position.

OPTION IIEducation: Completion of 60 semester or 90 quarter units from an accredited college or university. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

ALL OPTIONS

License/Certificate:
Possession of a valid California driver's license, Class "C" or higher.

Knowledge of: State laws and municipal and County ordinances governing land use and zoning; the elements of planning and zoning theory.

Ability to: Read, interpret and research laws, rules and regulations; read legal documents and interpret legal descriptions; read maps, architectural drawings and interpret building plans; establish and maintain effective working relationships; prepare clear, concise and accurate reports; maintain files; speak and write effectively.This recruitment is open to all applicants.
