Role description:

Arcadis is currently seeking a highly motivated Third-Party Utility Manager to join our team in Selma, California, supporting the California High-Speed Rail (CAHSR) project. This is a full-time, on-site role that requires close collaboration with design-build teams and utility stakeholders in California's Central Valley.

Must be able to work onsite in Selma, CA.

As a member of our Project and Construction Management team, you will play a key role in managing utility coordination activities on one of the nation's most significant infrastructure projects. Arcadis is responsible for overseeing the delivery of Design-Build services for the CAHSR system-a transformative, sustainable transportation initiative that will connect major regions of California with high-speed rail.

In this role, the Third-Party Utility Manager will be responsible for managing and facilitating coordination between the Design-Build (DB) contractor and third-party entities-including public and private utility owners-to ensure timely and compliant utility relocations in support of project milestones. The ideal candidate will bring strong technical knowledge, organizational skills, and experience working with external agencies and multidisciplinary teams.

Role Accountabilities:

  • Provide leadership and guidance in identifying utilities impacted by construction and support design efforts for utility relocation plans.
  • Ensure all utility relocations comply with the standards and requirements of respective utility owners.
  • Oversee interface management activities to ensure DB contractor's Interface Management Plan (IMP) is compliant with contractual and regulatory requirements.
  • Maintain a detailed log and tracking system for all technical submittals and formal correspondence between the DB contractor and third-party entities.
  • Actively participate in regular coordination meetings with the DB contractor; schedule and facilitate additional stakeholder meetings as needed to resolve utility-related issues.
  • Monitor and report on the status of utility coordination efforts; identify and escalate concerns in a timely manner to maintain project progress.
  • Foster effective communication and collaboration among all involved stakeholders, ensuring transparency and alignment on goals and responsibilities.

Required Qualifications:
  • Minimum of 10 years of experience in utility coordination, preferably on large-scale engineering and construction projects involving third-party and utility agency engagement.
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.

Key Skills and Attributes:
  • Strong interpersonal and communication skills, with the ability to manage complex stakeholder relationships professionally and diplomatically.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Detail-oriented, organized, and proactive in identifying and solving problems.
  • Ability to work independently and collaboratively within a fast-paced, high-profile project environment.

Preferred Qualifications:
  • Experience working on major transportation or infrastructure projects, particularly in a Design-Build environment.
  • Familiarity with California utility agencies and state/local permitting processes.
