Senior IT Procurement Coordinator (Finance)



Department: Information Technology Salary: Commensurate with education and experience.
Description:

The Senior IT Procurement Coordinator serves as the principal business operations lead within the Office of Information Technology. This position is responsible for high-level oversight of IT procurement, budget planning, contract lifecycle management, vendor relationships, personnel processing, and interdepartmental coordination. Operating with a high degree of autonomy, the Senior IT Procurement Coordinator ensures alignment between IT operations and institutional policy, provides strategic support to executive leadership, and leads process improvements that increase operational efficiency and compliance. The role also supports the hiring and administration of student workers, contract employees, and temporary staff within the IT division.

Duties:

Strategic Operations & Policy:
  • Develops and maintains internal policies, standard operating procedures, and workflow documentation to support compliance, consistency, and operational excellence within the IT department.
  • Supports in developing and implementing departmental strategies aligned with institutional goals and fiscal planning.
  • Advises executive leadership on budget optimization, contract risk, and long-term vendor strategies.
  • Compiles recurring and ad hoc financial reports for management and faculty, assists with budget cycles, and advises on accounts' status.

Procurement & Financial Administration:
  • Oversees all aspects of procurement operations, including creation of purchase requisitions, vouchers, budget transfers, and cost center reconciliations.
  • Prepares financial reports and forecasts to support departmental and institutional planning efforts.
  • Serves as liaison to the Office of Grants and Contracts regarding financial issues.
  • Reviews and ensures adherence to UHS (University of Houston System) and State of Texas procurement and fiscal policies.

Vendor & Contract Lifecycle Management:
  • Serves as the primary point of contact for IT vendor relationships, contract negotiations, and lifecycle oversight-from initiation to renewal or termination.
  • Coordinates contract review and compliance processes in partnership with the UHS Office of General Counsel and Information Security Office.
  • Manages vendor performance evaluations and escalates issues as appropriate.

Personnel Administration:
  • Coordinates the hiring, onboarding, and timekeeping processes for student workers, contractors, and temporary employees within the IT department.
  • Collaborates with Human Resources to ensure accurate and timely processing of ePARs, ePRFs, and payroll documentation.
  • Assists in defining role responsibilities, performance expectations, and duration of temporary appointments.

Cross-functional Compliance & Collaboration:
  • Interfaces with UHS Information Security and General Counsel offices on risk assessments, compliance reviews, and contract legalities.
  • Provides training and guidance to IT and administrative staff on procurement systems, contract compliance, and workflow protocols.
  • Serves as a resource for other departments and stakeholders regarding IT business practices and policy interpretation.

Leadership and Project Support:
  • Mentors and supports junior staff or administrative personnel as needed.
  • Leads or contributes to institutional or cross-functional business process improvement initiatives.
  • Prepares executive summaries, dashboards, and operational reports for CIO-level review and performs related duties as assigned.

Required Qualifications:
  1. Bachelor's degree in Business Administration, Public Administration, Information Systems, or a related field.
  2. Minimum 5 years of experience in business operations, procurement, contract administration, or financial planning.
  3. Demonstrated experience developing policy and managing procurement or personnel workflows.
  4. One of the following is required within 18 months of hire:
  • Certified Texas Contract Developer (CTCD)
  • Certified Texas Procurement Manager (CTPM)
  • Certified Professional Public Buyer (CPPB)

Preferred Qualifications:
  • Master's degree in Business Administration, Public Administration, or related discipline.
  • Experience in higher education, state agency operations, or IT business administration.
  • Familiarity with UH System or State of Texas procurement, payroll, and personnel policies.

Knowledge, Skills and Abilities:
  • Deep knowledge of contract, procurement, and personnel management practices.
  • Strong analytical and financial forecasting skills.
  • Excellent interpersonal, communication, and negotiation abilities.
  • Proficiency in Microsoft Office Suite, ERP/procurement systems (e.g., PeopleSoft), and data analysis tools (e.g., Excel, Power BI).
  • Ability to interpret and apply complex institutional and state policies.
  • Proven ability to work independently, manage multiple priorities, and lead change initiatives.
