Navarro Research and Engineering is recruiting a Project Cost Estimator III in West Valley, NY.

JOB SUMMARY / PURPOSE OF POSITION

Generation of cost estimates for equipment/work bid packages. Conceptual and detailed estimates are utilized by budgetary, scheduling, purchasing and engineering groups for their respective monitoring functions.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

1. Maintain a safe and healthful work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.

2. Implement standards contained in the Company "Code of Business Ethics and Conduct," Corporate EEO practices, and DOE directives.

3. Develop detailed cost estimates for procurement functions.

4. Relate individual procurement/construction estimates to system costs and total project costs.

5. Support Purchasing representatives in negotiations with subcontractors.

6. Prepare Monthly, Quarterly, Annual Costs Reports for Customer (DOE).

7. Prepare Annual request for funding to support Project activities.

8. Support management in analyzing alternatives in funding strategies and budget development.

9. Review engineering specifications and drawings for correctness and to ensure that they are current; serve as checker.

10. Suggest possible cost saving alternatives to Management/Engineering during estimating cycle.

11. Contribute to team effort by accomplishing related results as needed.

12. Regular attendance is required.

Requirements

Education/Experience:

BA/BS in Engineering or Business Administration plus a minimum of four (4) years of related experience or the recognized equivalent combination of education and related experience.

Other Requirements:

Must possess working knowledge of Microsoft Office products including Excel is preferred.

Must possess a broad knowledge of project integration theories, concepts, techniques, procedures, and practices to successfully complete moderately difficult work assignments.

Must be able to work under consultative direction, technically competent to work on moderately complex work control planning activities.

Must be able to use own judgment to perform, identify, and analyze diverse work control responsibilities involving different and unrelated work control processes and methods. Must possess advanced knowledge of the industry-specific software.

Must establish criteria for a variety of unusual conditions, problems, or questions affecting a wide range of work control planning activities.

Must be able to interface with individuals or groups from inside and outside the organization. Must be able to influence, motivate, investigate, or direct individuals in accordance with project integration principles, theories and laws.

Must influence, motivate, investigate, or direct persons or groups.

Must possess good verbal and written communication skills to assist in preparing materials for presentations, reports, and bid packages.

Must have the ability to arrive at a meaningful and fair estimate utilizing preliminary information. Requires strong communication skills in order to obtain information from Engineering and Estimating groups.

Must have the ability to read blueprints, specifications, and other related documents.

Must perform specific, routine operations to facilitate the work of others.

Must be able to interface with employees within immediate department. Must have the ability to interface with other departments and local vendors as well for the purpose of exchanging information.

Must be persistent in pressing for complete conceptual information and use foresight for "filling-in" some inadequacies. Definition of scope and intent of conceptual estimates is the most difficult task of estimating. Estimates are vulnerable when information used to develop conceptual estimates is poor, in a state of evolution, or incomplete.

Must be able to converse with technically oriented personnel regarding the nature of the task the estimator is charged to assign costs to. Ability to ask pertinent questions to assure reliability of the information used in the estimate.
